JOB SPECIFIC CONTEXT

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible for administering, providing support and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. This role is critical in ensuring the efficient and effective ICT management and support for these vital mine action operations, contributing directly to the safety and well-being of communities in South Sudan.PSC operates within UNOPS broader commitments to diversity, equity and inclusion (DEI), gender equality and social inclusion (GESI), and the prevention of sexual exploitation, abuse and harassment (PSEAH), as set out in the UNOPS DEI Strategy and Accountability Plan 2026-2029, the GESI Mainstreaming Strategy 2026-2029, and the Prevention and Protection against Sexual Exploitation and Abuse and Sexual Harassment Strategy (updated 2023). Within the mine action context, these commitments are operationalised through the PSC GEDSI Strategy 2026-2029, which sets expectations for inclusive recruitment, workforce representation, and the integration of GESI and PSEAH into programme delivery and implementing partner oversight. All PSC roles, including this position, are expected to contribute actively to these commitments.
ROLE PURPOSE

Under the overall management and supervision of the UNMAS Chief of Operations, the National ICT Officer is responsible for efficient and effective ICT management and support to the UNMAS programme in South Sudan. In the discharge of duties, the National ICT Officer liaises with UNOPS programme support colleagues, in order to ensure best support.
FUNCTIONS / KEY RESULTS EXPECTED

1. Information Management (IM) and Data AnalysisCoordinate the Program's information management systems including IMSMA (Information Management System for Mine Action), associated databases and archives. Provide support in monthly data audits to verify the relevance, integrity and quality of information. Provide support in qualitative and quantitative data control in coordination with operations. Perform regular system updates. Ensure that information management products and reporting tools are adequately and accurately used by implementing parties. Ensure that the information management system is operational and meets the needs of the program. Control the distribution of data and relevant information management products to partners and establish processes for updating, transmitting and exchanging data. Ensure compliance with operational procedures and standards for information management. Provide support in preparation of lists, reports and spreadsheets and dashboards presenting information relating to explosive risks and the operations carried out. Report any anomaly observed that could affect the functionality and accuracy of the information management system. Ensure that information management products, datasets and reporting tools capture and present data disaggregated by gender, age and disability, and that disaggregation gaps are documented and reported to the programme so that they can be addressed at the point of collectionSupport the installation and upgrade UNMAS LAN infrastructure, design, and configuration. Support the continuity over the provision and administration of office automation services, mailing services, intern proxy services, anti-virus protection services, filling system services, database server ices and any other services as needed. Ensure regular backups of the server’s data on a strict schedule as well as provision of data archives to requesting staff members. Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.2. IT and Communication SupportEnsure updating and maintaining of the UNMAS intranet and Internet.Support the emailing system of UNMAS through communication with the hosting company. Provide support in maintenance of power protection schemes and equipment for the concerned IT communication and related equipment as well as maintenance procedures. In collaboration with the International ICT Officer, apply modern IT technologies in support of IMSMA database analysis and reporting improvement. Liaison with UNOPS HQ, and other relevant units, to determine hardware and software requirements. Acting as effective UNOPS' liaison with the local UN partner agencies, UNMISS and other stakeholders on issues relating to UNOPS ICT.3. Team ManagementFacilitates the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development. Create, foster and role-model a safe, inclusive culture and work environment for all personnel. Ensure zero tolerance for discrimination, harassment, and sexual exploitation and abuse and that the highest standards of conduct are observed; and ensure that all personnel under supervision, including contracted personnel, are aware of and comply with PSEAH obligations and reporting channels.Support the oversight, ensuring compliance by team members with existing policies and best practices.4. Capacity Development and Knowledge SharingAs a National ICT/IM Officer, supports effective management and distribution of tasks within the IM team. Support colleagues from the IM Section to build and maintain required level of understanding, knowledge and working practice within the IMSA background. Maintain quality assurance of data on identified hazardous areas, victims (including the completeness and accuracy of gender, age and disability disaggregation in victim records) and activities related to capacity development. Provide support in training and advice, technical assistance to IM users and program partners. Support the development of IM training tools, lead training courses delivered by stakeholders and partners. New user’s (new personnel) training and introduction to UNMAS IT system. Provide technical support for newcomers (notebooks and desktops preparation – hardware and software). Identify the needs or gaps where additional training should be performed to improve the IM understanding, data accuracy and timely reporting.

RequiredRelevant experience is defined as experience in the field of information technology, Information Management and/or Telecommunications and Systems. Within the relevant experience, a minimum of two years of experience in the usage of MS Office, Database management and ArcGIS Software (or other relevant GIS software) is required.DesiredExperience using SQL Adobe CS is desired.Experience of working in multicultural environments or UN system organizations in development and humanitarian contexts is desired.Experience in development or humanitarian contexts is desired.
