JOB HIGHLIGHT ──────────── This is an excellent opportunity to contribute to the modernization of Albania's land administration system, working on a high-impact project funded by the European Union. The position offers a chance to apply ICT business analysis skills to improve governance, transparency, and economic development, while collaborating with international organizations and local stakeholders. This is a local retainer position based in Albania (home-based) JOB SPECIFIC CONTEXT ──────────── Albania's land administration system is undergoing a critical transformation to enhance land governance, transparency, and economic development. The modernization of cadastral records, first-time property registration, and the implementation of an EU-compatible Land Parcel Identification System (LPIS) are essential to improving property rights, ensuring legal certainty, and aligning with EU accession requirements. Despite progress in digitalizing ownership records and making land services accessible online, Albania continues to face challenges in data accuracy, incomplete property registration, and legal inconsistencies. The EU for Property Rights (EU4PR) project, funded by the European Union and implemented by UNOPS, supports the State Cadastre Agency (SCA) and the Agency for Agriculture and Rural Development (ARDA) in Albania. The project aims to enhance the land administration system, making it more transparent and digitized, while also increasing the country's capacity to implement an EU-compatible LPIS. By improving land governance and service efficiency, this project will foster a transparent and accountable land administration system, increase investment opportunities, and enhance Albania’s readiness for EU accession. Ultimately, it will contribute to economic growth, sustainable land management, and improved public trust in property rights. ROLE PURPOSE ──────────── The ICT Specialist – Business Analysis will support the implementation of the EU for Property Rights project by analysing and optimising ICT-enabled business processes and service delivery within the State Cadastre Agency (SCA). The role focuses on identifying inefficiencies, gaps, and risks in existing workflows and translating business needs into structured requirements to support cadastral business process review efforts, including preparatory activities for LPIS. The position will contribute to strengthening transparency, accountability, and integrity of cadastral services. The ICT Business Analyst will act as an interface between business stakeholders and technical teams, ensuring that ICT solutions are fit-for-purpose, user-oriented, and aligned with EU standards and practices. FUNCTIONS / KEY RESULTS EXPECTED ──────────── Conduct a comprehensive analysis of existing ICT-related business processes and service delivery mechanisms within the State Cadastre Agency (SCA), identifying inefficiencies, gaps, and opportunities for optimisationFacilitate stakeholder consultations, workshops, and interviews to elicit, analyse, and validate business requirements, workflows, and business rulesTranslate business needs into clear, structured, and actionable functional and non-functional requirements, using industry-standard methodologies (e.g. BPMN, use cases, user stories)Prepare high-quality documentation, including business requirements documents (BRDs), functional specifications, process maps, and workflow diagramsSupport the design of target (β€œTo-Be”) processes aligned with digital transformation objectives and EU best practices in land administrationContribute to gap analysis between current systems and required functionalities, providing recommendations for system enhancements or new solutionsCollaborate with technical teams and service providers to ensure accurate interpretation of requirements and alignment with business needsSupport testing activities, including preparation of test scenarios, user acceptance testing (UAT), and validation of system functionality against requirementsMonitor implementation progress from a business perspective and ensure traceability between requirements, deliverables, and outcomesConsolidate and analyse key performance indicators (KPIs) related to ICT service delivery and system performanceProvide inputs to procurement processes, including technical specifications and evaluation support, as requiredSupport change management activities by ensuring that business processes and users are prepared for system adoptionFacilitate customer workshops/interviews to collect, analyze, validate and document business requirements, processes, business rules and workflows;Support LPIS preparatory activities by analysing and documenting business processes, data requirements, and system interactions;Support to digitisation / reconstruction / update and improvement of cadastral maps component(s) of the project;Β Maintain records of project files and other supporting documents;Contribute to knowledge sharing, documentation of lessons learned, and dissemination of best practices SKILLS ──────────── Business Process Model and Notation, Business Analysis, Requirements Analysis, Stakeholder Management, Technical Documentation, User Acceptance Testing, Process Improvement COMPETENCIES ──────────── Develops and implements sustainable business strategies, thinks long term and externally in order to positively shape the organisation. EDUCATION REQUIREMENTS ──────────── RequiredBachelor’s degree (or equivalent) preferably in computer science or information systems or related fields with 7 years of relevant experience ORMaster’s degree (or equivalent) preferably in any of the above or related fields with 5 years of relevant experience is requiredDesiredCertification in Business Analysis (e.g., CBAP, CCBA)Β is desired. EXPERIENCE REQUIREMENTS ──────────── RequiredA minimum of five (5) years of progressively responsible experience in ICT business analysis and support to complex information system implementation projects is required, including business process mapping, requirements elicitation, and preparation of functional specifications.Proven experience in analysing and improving business processes and translating business needs into system requirements in large-scale or multi-stakeholder environments.DesiredExperience working with land administration systems or cadastral data.Experience working with or within international organizations.
